The LTC serves as a substitute for the background check, as obtaining the license already involves a thorough vetting process. However, it's important to note that this exemption applies only to purchases from FFL dealers and not to private sales, where background checks are not mandated by state law. Additionally, the LTC must be valid and presented at the time of purchase for the exemption to apply.
